He left his bed and made his way to Ottawa\u2019s graffiti-covered Tech Wall at the corner of Bronson Avenue and Slater Street.<\/p>\n<p>There, he spent the day\u00a0painting a memorial to Sandra Bland, a black woman who died in a Texas jail earlier that month.<\/p>\n<p>Less than 24 hours later, his work was defaced. \u201cALL LIVES MATTER,\u201d declared the vandal in large, block letters in white paint, covering Andre\u2019s mural.<\/p>\n<p>For Andre, an Ottawa-born visual artist, the vandalism didn\u2019t come as a complete surprise.<\/p>\n<p>\u201cI knew it wasn\u2019t going to last forever,\u201d he says. \u201cDeep down, I wanted to see: Is Ottawa bigger than that? Will they leave it alone? I hoped they\u2019d leave it alone.<\/p>\n<p>\u201cAnd then they ended up doing it,\u201d he says.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/player.vimeo.com\/video\/146043436\" width=\"500\" height=\"281\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h4>A visible reminder of systemic racism<\/h4>\n<p>Andre\u2019s mural depicted a full portrait of Bland, a black woman from Texas who was found <a href=\"http:\/\/www.cbc.ca\/news\/world\/sandra-bland-death-autopsy-report-confirms-earlier-finding-of-suicide-1.3166657\" target=\"_blank\">dead in her jail cell<\/a> in Waller County, Texas on July 13, three days after being arrested for allegedly failing to signal a lane change.<\/p>\n<p>While Andre doesn\u2019t consider himself an activist, Bland\u2019s death resonated with him.<\/p>\n<p>\u201cI know Sandra Bland was an activist,\u201d Andre says. \u201cActivists in the community inspired me to say something.\u201d<\/p>\n<p>This includes artist <a href=\"http:\/\/www.kalkidan-assefa.com\/\" target=\"_blank\">Kalkidan Assefa<\/a> who worked alongside Andre on the Bland mural. Assefa reached out to Andre in a Facebook post regarding the Black Lives Matter movement.<\/p>\n<p>\u201cAll Lives Matter\u201d has been a controversial response to the global Black Lives Matter movement, which began after George Zimmerman was <a href=\"http:\/\/www.cbc.ca\/news\/world\/george-zimmerman-found-not-guilty-1.1342043\" target=\"_blank\">acquitted of the 2012 shooting death of black teenager Trayvon Martin<\/a>.<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/cdn.knightlab.com\/libs\/timeline3\/latest\/embed\/index.html?source=1BIk6eWQF4VtPIPf_kDLmbWfBpP891LheskbVhPaTeng&amp;font=Default&amp;lang=en&amp;initial_zoom=2&amp;height=650\" width=\"100%\" height=\"650\" frameborder=\"0\"><\/iframe><\/p>\n<p>Many in Ottawa believe that \u201cAll Lives Matter\u201d as a response to the Black Lives Matter movement silences issues that affect the black community. \u201cIf you really believe all lives matter, then you wouldn\u2019t write that over someone\u2019s face, [someone] who just died,\u201d he adds.<\/p>\n<p>The belief that Bland\u2019s death is only a concern for the United States indicates that racism in Canada \u2013 seemingly more hidden \u2013 still goes ignored, Andre says.<\/p>\n<p>\u201cCanada has a history of, \u2018Oh, there\u2019s no racism here\u2019,\u201d he says. \u201cIt\u2019s sweeping issues under the rug; it\u2019s a way of taking away the voice of people that are disenfranchised.\u201d<\/p>\n<p>Andre says he has been stopped and questioned by police when driving to go see friends in Ottawa, a similar experience to when he lived in Orlando near the home of Trayvon Martin.<\/p>\n<p>Earlier this year, Ottawa Police released 2011-2014 carding statistics which showed 20 per cent of those checked were black, according to news reports. According to Statistics Canada, in 2011, black people only accounted for 5.6 per cent of Ottawa\u2019s population.<\/p>\n<p>Andre says spaces for black voices to be heard seems to be limited, as even street art dedicated to it is defaced.<\/p>\n<p>\u201cI feel like anytime black people try to speak up, a lot of times, people want to mute their voice. Or say \u2018All right, get over it\u2019,\u201d he says. \u201cYou can\u2019t just come out and say what you want to say without being criticized.\u201d<\/p>\n<p>Dorothy Attakora-Gyan, an instructor at the Institute of Feminist and Gender studies at the University of Ottawa, says it can be difficult to pinpoint tangible examples of racism in cities like Ottawa.<\/p>\n<p>\u201cWe often struggle to hear the truth of it,\u201d she says. \u201cWe\u2019ve been saying that black communities say the erasure and silencing of our communities is systemic, not just individual.<\/p>\n<p>\u201cIt\u2019s more covert. She points to Parliament Hill, where Prime Minister Justin Trudeau\u2019s new cabinet does not have any black members, despite the election of four black Liberal MPs.<\/p>\n<p>D\u00e9coste wrote an article for <a href=\"http:\/\/www.huffingtonpost.ca\/rachel-decoste\/trudeau-cabinet_b_3415615.html\" target=\"_blank\">The Huffington Post<\/a> in which she criticized Trudeau for claiming cabinet <a href=\"http:\/\/www.thestar.com\/news\/canada\/2015\/11\/04\/new-government-to-be-sworn-in-today.html\" target=\"_blank\">\u201clooked like Canada\u201d<\/a> when many visible minorities were missing.<\/p>\n<p>\u201cHaving a voice at the table, at the cabinet, it\u2019s a psychological boost to know there\u2019s someone there who can speak to your experience,\u201d D\u00e9coste told The Junction.<\/p>\n<p>\u201cThere are issues that we particularly deal with that are absent from the conversation. Without having somebody in that room, it doesn\u2019t get addressed,\u201d she adds.<\/p>\n<p>She says these conversations must happen at a federal level to elevate the work community activists are doing in Ottawa.<\/p>\n<p>\u201cThe activism that happens in Ottawa, or in Canada, it happens from the ground up. It\u2019s the Sandra Bland mural.
