{"id":642,"date":"2015-12-01T16:28:20","date_gmt":"2015-12-01T21:28:20","guid":{"rendered":"http:\/\/cusjc.ca\/thejunction\/?p=642"},"modified":"2015-12-01T16:50:57","modified_gmt":"2015-12-01T21:50:57","slug":"brians-feature","status":"publish","type":"post","link":"https:\/\/cusjc.ca\/thejunction\/2015\/12\/01\/brians-feature\/","title":{"rendered":"Indigenous communities: Trudeau, keep your promises"},"content":{"rendered":"<p>Danny Toolooktook is full of hope as he smokes a cigarette on the doorstep of an indigenous drop-in centre that he credits with keeping him off the streets, sober, and out of jail.<\/p>\n<p>\u201cI was homeless, I was drinking, I was doing everything, and if it wasn\u2019t for these people,\u201d says the Ottawa resident, pointing through the window to a group gathered around a small wooden table, \u201cI wouldn\u2019t have a house, I wouldn\u2019t be going back to school.\u201d<\/p>\n<p>The Shawenjeagamik Drop-in Centre is located just two kilometres from Parliament Hill, where the new Liberal government has made big promises for indigenous people.<\/p>\n<p>Toolooktook hopes some money trickles down to his home away from home \u2013 a centre that is on its deathbed as a result of federal funding cuts earlier this year. It is Ottawa\u2019s only indigenous drop-in centre.<\/p>\n<p>The Inuit man says he is certain he would be back in jail if the centre were forced to close.\u00a0 Instead, he is about to begin a <a href=\"http:\/\/www.aboriginalexperiences.com\/#!__aca-training\">16-week training program<\/a> intended to help indigenous persons find work in the culinary service industry.<\/p>\n<p>\u201cThere\u2019s a lot of people who know who I am,\u201d said Toolooktook. \u201cThey know I\u2019m an ex-con.\u201d But he says that is not who he is. \u201cIt\u2019s just what I did.\u201d<\/p>\n<p>The Rideau Street centre, which provides vital resources to Ottawa\u2019s most vulnerable and under-serviced communities, including indigenous persons who are either homeless or receive some form of social assistance, has enough private funding to survive until the end of March.<\/p>\n<p><script id=\"infogram_0_indigenous_homelessness\" title=\"Indigenous Homelessness\" src=\"\/\/e.infogr.am\/js\/embed.js?oqr\" type=\"text\/javascript\"><\/script><\/p>\n<div style=\"width:100%;padding:8px 0;font-family:Arial;font-size:13px;line-height:15px;text-align:center;\"><a target=\"_blank\" href=\"https:\/\/infogr.am\/indigenous_homelessness\" style=\"color:#989898;text-decoration:none;\">Indigenous Homelessness<\/a><br \/><a style=\"color:#989898;text-decoration:none;\" href=\"http:\/\/charts.infogr.am\/column-chart?utm_source=embed_bottom&#038;utm_medium=seo&#038;utm_campaign=column_chart\" target=\"_blank\">Create column charts<\/a><\/div>\n<p>\u201cOur funding was cut to zero,\u201d said Carrie Diabo, director of programming and the woman responsible for keeping the place running, with the help of private donations and limited federal funds diverted from another outreach program.<\/p>\n<p>According to Diabo, the decision to cut the funding was made because the government said that such centres \u2013 those providing the homeless and impoverished with meals, clothing and other vital services \u2013 don\u2019t \u201cmeet the criteria\u201d of the government\u2019s new <a href=\"http:\/\/www.esdc.gc.ca\/eng\/communities\/homelessness\/housing_first\/approach\/index.shtml\">Housing First<\/a> initiative \u2013 a strategy aimed at ending homelessness \u201cas rapidly as possible\u201d by moving the chronically homeless from emergency shelters into more permanent forms of housing.<\/p>\n<p>Unfortunately, says Diabo, while providing permanent housing is one important aspect in the battle against chronic and intermittent homelessness, it is by no means the only solution.\u00a0 She says it does nothing to address the issues of prolonged poverty and isolation that many indigenous persons continue to face once off the streets.<\/p>\n<p>\u201cThey can have their own place,\u201d said Diabo. \u201cBut I mean, what do they do after that?\u00a0 Especially if you\u2019ve got somebody that\u2019s been living in the shelter for 17 years.\u201d<\/p>\n<p>Between 60 and 100 people a day access services through the centre, which include community outreach programs, social work, legal services, laundry, showers, computer training, resume preparation, as well as breakfast and lunch from Monday to Friday.<\/p>\n<p>Before funding was cut, the centre opened seven days a week, and served three meals a day.\u00a0 Now it is only open five days a week and has been forced to reduce the total number of meals provided by over 50 per cent.<\/p>\n<p>The hopes for the centre\u2019s future come at a time when indigenous people across the country are watching and waiting for the Trudeau government to follow through on its election promises.<\/p>\n<p><strong>Indigenous leaders speak<\/strong><\/p>\n<p>Trudeau\u2019s victory and the prominent inclusion of indigenous cultural traditions at the swearing-in ceremony of Canada\u2019s new cabinet \u2013 not to mention the appointment of <a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/jody-wilson-raybould-justice-minister-1.3317018\">Jody Wilson-Raybould<\/a> as the first indigenous justice minister \u2013 have been heralded as huge victories.<\/p>\n<p>\u201cIt is a real act of courage in Canada to do something like that,\u201d said John Medicine Horse Kelly, an award-winning photographer and photo journalism professor at Carleton University in Ottawa.<\/p>\n<p>When asked what impact he believed the appointment of Wilson-Raybould might have upon the lives of indigenous peoples, Kelly replied, \u201cLet\u2019s just say that there\u2019s a real chance justice will be more just \u2013 for once.\u201d It\u2019s something Kelly admits has been sadly missing for indigenous persons in North America for over 500 years.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/player.vimeo.com\/video\/147482567\" width=\"500\" height=\"281\" frameborder=\"0\" Canada, the new government must be held to account.<\/p>\n<p>\u201cYes, we\u2019ve got our inquiry,\u201d said Harvard. \u201cBut that does not mean we can sit back and allow the government to say, \u2018Well, we gave you an inquiry, we\u2019ve done our job,\u2019 we need to keep the pressure up, and hold their feet to the fire.\u201d<\/p>\n<p>Both Kelly and Harvard express hope and optimism for the future, but they remain reluctant to declare any victory for indigenous peoples in Canada until the government honours its treaty commitments and delivers a sincere apology \u2013 not just in words, but in action.<\/p>\n<p>It\u2019s not enough to say \u201cI\u2019m sorry,\u201d said Harvard. \u201cAs any 5-year-old kid can tell you, the discrimination needs to stop.\u201d<\/p>\n<p>Canadians need to learn their own history, said Harvard, and to \u201clet go of the stereotypes, and the prejudice.\u201d<\/p>\n<p>For Kelly, this means acknowledging that we are all here to stay, and that we can, \u201crespect the differences and sovereignty of our peoples, and live together and work together as one nation, finally.\u201d<\/p>\n<p>Back at Shawenjeagamik, Toolooktook is excited about starting a new job-training program that he found out about through the centre.<\/p>\n<p>Organized by Aboriginal Experiences, this federally funded program includes a $200 a week living allowance, a free bus pass, and a four-week placement designed to allow students to utilize their newfound skills in the workplace.<\/p>\n<p>\u201cI got a second or a third chance back to actually do something I love,\u201d says Toolooktook.
