These may be new issues for commuters riding the LRT, but Para Transpo riders know the feeling.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph -->\u201cLRT [riders] have been complaining for two months, but Para Transpo riders have been complaining for years,\u201d said John Redins, a long-time Para Transpo rider and advocate for accessible transport.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><a href=\"http:\/\/www.octranspo.com\/en\/para-transpo\/\">Para Transpo<\/a> is a reservation-only bus service for Ottawa residents who cannot take conventional transit because of a disability. It is run by OC Transpo, the city\u2019s public transit agency. Passengers pay $3.60 for a standard ride.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph -->People who use the service don\u2019t like the booking system, its scheduling process or its often-delayed buses. Fed-up Para Transpo riders are now getting organized and mobilizing to press for better service.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<h2><!-- divi:paragraph --><strong>A matter of priorities<\/strong><\/h2>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph -->On Nov. 1,\u00a0 Ottawa Mayor Jim Watson announced OC Transpo would receive an additional $3.5 million to help fix issues with the LRT. In total, OC Transpo\u2019s 2020 draft budget allocates $7.5 million to invest in bus services, including the purchase of 19 new buses.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph -->Para Transpo user Kyle Humphrey said he was frustrated by this announcement. \u201cIf they were able to give [$3.5 million] without asking anything to [fix] LRT issues and OC Transpo issues, they can give that money to Para Transpo issues.\u201d<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph -->He added that city councillors are constantly focusing on the LRT and leaving Para Transpo riders\u2019 concerns unresolved.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/cusjc.ca\/yow\/wp-content\/uploads\/2019\/11\/Kyle-2.jpg&#8221; _builder_version=&#8221;4.0.6&#8243;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.0.6&#8243; text_font_size=&#8221;13px&#8221; text_line_height=&#8221;1.2em&#8221; min_height=&#8221;23px&#8221; custom_margin=&#8221;-24px|||||&#8221;]<\/p>\n<p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Kyle Humphrey avoids using Para Transpo whenever he can. Photo by \u00c9milie Warren.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.0.6&#8243; min_height=&#8221;285px&#8221; custom_margin=&#8221;-3px||1px|||&#8221;]<\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhen the LRT is down, there&#8217;s every single city councillor tweeting &#8230; \u2018it&#8217;s coming back up, we&#8217;re going to do this, we&#8217;re going to fix that\u2019,\u201d he said, adding Para Transpo had been \u201cdown for 10 years\u201d and no one had addressed that.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Para Transpo riders used to advocate for better service independently from each other, said Redins. This year, he said many joined forces and became more organized.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Redins and other riders launched the <\/span><a href=\"https:\/\/www.healthytransportation.ca\/para_parity_campaign\"><span style=\"font-weight: 400;\">Para Parity campaign<\/span><\/a><span style=\"font-weight: 400;\"> in January 2019, with the help and guidance of the Healthy Transportation Coalition and its co-founder, Trevor Hach\u00e9. The coalition is an advocacy group that focuses on improving the transportation system in Ottawa.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe want parity with the OC Transpo system and the OC Transpo users,\u201d said Sally Thomas, a former Paralympian and regular Para Transpo rider speaking about the campaign.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Members of the campaign are mobilizing on social media, attending city council meetings, and trying to attract media attention.\u00a0<\/span><\/p>\n<p>[\/et_pb_text][et_pb_code _builder_version=&#8221;4.0.6&#8243; custom_margin=&#8221;-5px|||||&#8221;]<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">My letter to Transit Commission Chair and Vice Chair this morning about <a href=\"https:\/\/twitter.com\/hashtag\/ParaTranspo?src=hash&#038;ref_src=twsrc%5Etfw\">#ParaTranspo<\/a> budget. Para Transpo offers its customers the possibility of booking accessible taxis at a discounted rate if buses aren\u2019t available.<\/span><\/p>\n<p><span>That\u2019s not enough according to Thomas. She said Para Transpo needs more buses, not taxis.\u00a0<\/span><\/p>\n<p><span>Thomas said she doesn\u2019t feel safe using taxis because she\u2019s a small woman. He said the issues are scheduling, booking, and weather-related.<\/span><\/p>\n<h2><b>The promise of a new booking system<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">After years of asking, Para Transpo riders will finally get an online booking system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The system will be fully implemented by the end of 2020. OC Transpo <\/span><a href=\"https:\/\/ottawa.ca\/en\/news\/commission-approves-oc-transpos-2020-draft-budget-and-improvements-para-transpo-online-services\"><span style=\"font-weight: 400;\">announced a two-phase implementation plan<\/span><\/a><span style=\"font-weight: 400;\"> for the service at a transit commission meeting on Nov. 20.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently, Para Transpo riders must call at least one day in advance of their desired travel date to book a ride. They often have to wait on the phone for over 20 minutes before being connected to a booking agent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Humphrey said booking rides had never been an easy process for him. He said he was once put on hold for over two hours. \u201cI don&#8217;t have that kind of time, no one has that kind of time.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The transit commission first inquired about implementing an online booking system in 2013. Public consultations were held in 2015 and again in 2018, neither leading to immediate action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Para community could not reach a consensus on whether they wanted to move to online booking or not,\u201d said Hubley when he was asked why the city postponed acting on the matter.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The current booking system also affects riders\u2019 ability to make spontaneous plans, because it does not enable same-day bookings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou have to plan your life 24 hours in advance, that\u2019s one of the biggest issues,\u201d said Redins. \u201cIt affects the passenger\u2019s mental health.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Redins recalls an unpleasant experience on Nov. 16 when he won tickets to a comedy show, but couldn\u2019t go because Para Transpo could not accommodate a same-day ride for him.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI was lost,\u201d he said. \u201cI wanted to go see something that I thought was going to be funny, and I couldn\u2019t.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The city is not considering enabling same-day reservations in the new online booking system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In comparison, Toronto\u2019s accessible transit system offers same-day bookings, and has had an online booking system since 2008.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/cusjc.ca\/yow\/wp-content\/uploads\/2019\/11\/pt-comparison_42863511-1.png&#8221; align=&#8221;center&#8221; _builder_version=&#8221;4.0.6&#8243; custom_margin=&#8221;||5px|||&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.0.6&#8243; text_font_size=&#8221;13px&#8221; text_line_height=&#8221;1.2em&#8221; min_height=&#8221;25px&#8221; custom_margin=&#8221;-3px||1px|||&#8221;]<\/p>\n<p style=\"text-align: center;\"><span style=\"font-weight: 400;\">Graphic<\/span> illustration by Emilie Warren.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.0.6&#8243; min_height=&#8221;297px&#8221; custom_margin=&#8221;0px||1px|||&#8221; custom_padding=&#8221;3px||1px|||&#8221;]<\/p>\n<h2><b>Winter is coming\u2026 and so are its challenges<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Winter brings an extra set of hardships for people with disabilities that makes them even more reliant on Para Transpo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt doesn\u2019t take much snow for me to be [stuck],\u201d said Thomas. \u201cI\u2019ve been stuck outside in the winter \u2026 it was -20 C or something and I got stuck on a patch of ice.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Humphrey said he prefers to take regular transit because it is faster and more flexible, but that it\u2019s impossible for him to do when sidewalks aren&#8217;t cleared of snow. He has to choose between being \u201cstuck inside\u201d or wasting time waiting for Para Transpo buses to arrive.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s not going to take me more than five minutes to walk down the street [the rest of the year],\u201d he said, \u201cbut it\u2019s the middle of winter so I have to take a (Para Transpo) bus, I would need to wait for that half hour.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The City of Ottawa received a lot of criticism last year for failing to remove snow from sidewalks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe snow clearing last winter was atrocious,\u201d said Thomas. \u201cMany people couldn&#8217;t leave their houses because [they] couldn&#8217;t get anywhere.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The social isolation that can occur from being forced to stay at home can have significant impacts on mental and physical health. Social isolation and loneliness can increase the risk of depression, dementia, poor sleep, and is more harmful to one\u2019s health than obesity, <\/span><a href=\"http:\/\/www.bccdc.ca\/Our-Services-Site\/Documents\/Social_Isolation_Report_17Sept2019.pdf\"><span style=\"font-weight: 400;\">according to<\/span><\/a><span style=\"font-weight: 400;\"> the BC Centre for Disease Control.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This year, Ottawa announced it would <\/span><a href=\"https:\/\/ottawa.ca\/en\/news\/budget-2020-affordable-plan-better-mobility-infrastructure-and-housing\"><span style=\"font-weight: 400;\">increase the winter operations budget<\/span><\/a><span style=\"font-weight: 400;\"> by 7.7 per cent, adding $5.6 million in funding to improve snow clearing efforts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><\/span><\/p>\n<h2><b>What does the future hold?<\/b><\/h2>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.0.6&#8243; min_height=&#8221;142px&#8221; custom_margin=&#8221;2px||1px|||&#8221;]<\/p>\n<p><span style=\"font-weight: 400;\">In addition to his organizing campaign, Redins created a GoFundMe page to obtain the help of a legal team. These may be new issues for commuters riding the LRT, but Para Transpo know the feeling.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>\u201cLRT [riders] have been complaining for two months, but Para Transpo riders have been complaining for years,\u201d said John Redins, a long-time Para Transpo rider and advocate for accessible transport.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><a href=\"http:\/\/www.octranspo.com\/en\/para-transpo\/\">Para Transpo<\/a> is a reservation-only bus service for Ottawa residents who cannot take conventional transit because of a disability. It is run by OC Transpo, the city\u2019s public transit agency. Passengers pay $3.60 for a standard ride.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>People who use the service don\u2019t like the booking system, its scheduling process or its often-delayed buses. Fed-up Para Transpo riders are now getting organized and mobilizing to press for better service.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>A matter of priorities<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>On Nov. 1,&nbsp; Ottawa Mayor Jim Watson announced OC Transpo would receive an additional $3.5 million to help fix issues with the LRT.
